What is HRDF Accredited Trainer?

According to the official HRDF website, the HRDF Accredited Trainer is defined as:

  • TTT Certified or TTT Exempted Trainers who have gone through accreditation by assessment process – evaluated and certified by HRDF appointed panels as competent and recognised as HRDF Accredited.
  • TTT Certified or TTT Exempted Trainers who have gone through accreditation by activity process, certified competent based on 120 hours of training hours completed are recognised as HRDF Accredited Trainers.

As an HRDF Accredited Trainer, the training courses you conduct will become claimable to HRDF Registered Employers.

Scope of the HRDF Accredited Trainer Status

The HRDF Accredited Trainer status would be applicable within the HRDF training landscape that covers various schemes offered by HRDF to the HRDF Registered Employers.

Effective since 1 March 2021, Pembangunan Sumber Manusia Berhad (PSMB) is broadening access to the Human Resources Development Fund (HRDF) by expanding the coverage of the PSMB Act 2001.

Employers with ten (10) or more employees from the industry of agriculture and farming, livestock and fisheries, forestry and logging, mining and quarrying, manufacturing and production, trading, business and wholesale, construction, supply, property, culture, arts and entertainment, fashion and clothes, cosmetic, tourism and recreation, service, franchise, electricity, oil, gas and steam, water sewerage, management of solid waste, liquid and gaseous and remedial, automotive, transportation, repair and maintenance, storage, delivery, food and beverages, information system, communication and multimedia, broadcasting and films, banking and finance, insurance and takaful, investment, co-operative societies, professional, science and technology, research and development, science and technicality, administration and support service, education, medical and health facilities, social welfare, administration of organisation membership, small and medium enterprises, household goods and services, sports, energy and natural resources, and personal services are now covered by HRDF.

And with the new Trainers Development Framework (refer: https://www.hrdf.com.my/hrdf-tdf/) in place, all trainers are required to undergo the Accreditation Process to attain the HRDF Accredited Trainer status. As of 1st January 2024, ONLY HRDF Accredited Trainers will be allowed to conduct training under various HRDF schemes.

How to be an HRDF Accredited Trainer?

The pre-requisites for a Trainer to apply for Accreditation is:

  • The trainer must be either a:
    • TTT Certified Trainer: Trainers who have successfully completed the five (5) days of the HRDF Train-The-Trainer (TTT) certification course and certified by TTT lead trainers; or
    • TTT Exempted Trainer: Trainers who have successfully obtained an exemption for the TTT course based on certification, qualification or experience.
  • All active trainers are required to register their trainers’ profile via LATiH platform at https://latih.hrdf.com.my/member-register/

All trainers who obtained the TTT Certificate of completion or TTT Exemption AFTER 1st January 2021 will have to undergo the HRDF Accreditation through an assessment process within 6 months from the date of TTT course completion or TTT Exemption approval to conduct training under various HRDF schemes.

To apply for the HRDF Accreditation status, all trainers are required to submit their application for accreditation via the Trainer Development Management System (TDMS) and the following supporting documents are to be attached:

  1. Link to Video URL
  2. Course Outline
  3. Session Plan
  4. Presentation Slides
  5. Attendance form / Feedback forms of participants / Acknowledgement letter from Training Provider or Employer (on company letterhead)

All training conducted for this purpose must meet the HRDF requirements of:

  • The participants must comprise of adults,
  • Minimum of two (2) participants, Maximum 25 for technical training or 35 for soft skills training if single trainer; and
  • Minimum duration of four (4) hours.

Trainers who have successfully completed the assessment will be awarded the HRDF Accredited Trainer status with a validity of three (3) years.

Whereas all trainers who obtained the TTT Certified Trainer and the TTT Exempted Trainer recognition BEFORE 1st January 2021 will be given a three (3) years grace period to acquire HRDF Accredited Trainers status. As such, they can conduct training under HRDF throughout this grace period (ending 31st December 2023). As of 1st January 2024, ONLY HRDF Accredited Trainers will be allowed to conduct training under various HRDF schemes.

Trainers are required to accumulate 120 hours of training within 12 months to become HRDF Accredited Trainers. Submission of training hours for accreditation by activity will be through TDMS and trainers are required to attach a minimum of two (2) supporting documents from the list below:

  • Complete attendance sheet,
  • Participant’s feedback form using HRDF-TEE for training conducted under HRDF schemes or general format of feedback form for training conducted outside of HRDF,
  • Offer letter/email from the employer/ Training Provider to Trainer; and
  • Proof of payment from the Employer or Training Provider to Trainer.

Trainers who have successfully completed the assessment will be awarded the HRDF Accredited Trainer status with a validity of three (3) years.

All trainers are required to submit their renewal application at least 3 months before the expiry date of accreditation validity.

For the renewal, trainers will be required to conduct a total of 360 accumulated hours of training within their three (3) years of the validity period to renew their accreditation via TDMS. Trainers failing to meet the required training hours for renewal purposes may select the option for accreditation by assessment (similar to the newly certified / exempted trainers) to renew their validity.
