NCS TTT & VTO (SKM 3)
NCS TTT is a National Competency Standard Train-The-Trainer course is specially designed to help trainers improve their skills for training others.
Whereas, Vocational Training Operation (VTO) is a course to train learners in skills teaching techniques where students will be exposed to Written Instructional Material (WIM) development training, skills teaching techniques, development of theoretical and practical questions, etc.
Both courses are under the Department of Skills Development (DSD), Ministry of Human Resources.
What is the NCS TTT programme objective?
This programme supports the development of trainers with the objective of ensuring the quality of trainers who provide training to companies that meet the standard for human capital development needs of organization and nation through effective training.
The benefits of the NCS TTT certification
The benefits include becoming a trainer that complies with the National Competency Standard (NCS), being able to bid for government tenders and being able to become a trainer to train NCS programmes.
Who should take the VTO Certificate?
The certificate is required for individuals who wishes to be an assessment officer, teaching staff, teachers, lecturers in private and government skills training centres that conducts Malaysian Skills Certificate / Sijil Kemahiran Malaysia (SKM) and Malaysian Skills Diploma / Diploma Kemahiran Malaysia (DKM).
Advantages of taking the VTO certificate
The certificate qualifies oneself to become an Assessing Officer / Pegawai Penilai (PP) of the modular program or National Skills Standard / Standard Ketrampilan Kebangsaan (SKK) without having to go for the NCS TTT Certificate. Individuals of this certificate are entitled for the exemptions of HRD Corp TTT Certification Course.

HRD Corp TTT

The HRD Corp TTT programme is by Human Resource Development Corporation (HRD Corp) or also known as Pembangunan Sumber Manusia Berhad (PSMB). In order to ensure the quality of trainers (soft skills trainers mainly), HRD Corp has set the condition that all trainers must attend and successfully complete the TTT programme AND assessment, especially trainers conducting training programmes under HRD Corp Schemes. Upon completion of the programme, participants will get certificates issued by HRD Corp.
What is HRDF Schemes?
The Human Resources Development Fund (HRDF) is a pool of funds that consists of Human Resources Development levies or collection from companies/employers. In order for employees (of companies who contribute to the fund), to claim the fund is by attending training sessions that are conducted by certified trainers with the HRD Corp Certificates.
Are there any exemptions for this programme?
Alternatively, if trainers have certain certification, qualification and experience and wish to not attend the programme, trainers can also apply for exemption from attending the programme if they fulfil any of the criteria as stated in the training provider circular (refer to HRD Corp for more info). However, trainers are still required to go through the assessment process to obtain HRD Corp Accredited status.
